Log into your Cloudflare dashboard and navigate to Security. There you will find the IP address that Cloudflare blocked from viewing or editing the wordpress configuration file. This IP address is usually the IP address of your internet connection.
Copy the IP address and click on Create Firewall Rule
Click on the Tools tab and then enter the IP address. Under Action and Zone select Allow and This Website respectively and click on add. In some cases, you might have to select All websites in account.
Go back to Cpanel and try editing the wordpress configuration file and it should open now.
